How Diplomatic Letters Are Typically Handled
Formal letters between U.S. leaders and foreign heads of state are usually prepared by the White House, State Department, or national security staff. First lady correspondence, if any, is typically coordinated through the Office of the First Lady and reviewed by legal and policy teams.
